Georgetown faculty and ICAP pages state that McCord is a statutorily designated amicus curiae for the Foreign Intelligence Surveillance Court and the Foreign Intelligence Surveillance Court of Review. That is her institution’s description of a present role.

April 2021 coverage dated the appointment to April 15: Washington Examiner; The Federalist; Epoch Times reprinting Daily Caller News Foundation; Daily Caller News Foundation original. Those articles are reporting and commentary. The authorized-spy-warrants headline is the outlet’s frame. The HPSCI transcript still says she lacked statutory signing authority. Both facts can be listed. The headline does not overwrite the transcript.

Just the News later discussed FISC personnel in a piece that also names McCord in the Trump-Russia FISA saga. That article is secondary. No standalone RealClearPolitics McCord feature was found for this appointment.

Compiler take

The same court that took the Page paper later put the reviewer on the amicus list. You do not have to invent a crime to think that looks like the club hiring the club. Amicus is advice, not a robe. The optics still belong in the briefing.
